The Time and Leave Clerk (OA) of the Nursing Department at the Veterans Affairs Caribbean Healthcare System is located in the Nursing Administration Office with the purpose of maintaining accurate documentation of the time and Leave of all Nursing Service. Maintains close communication with the Nursing Leadership group and employees ensuring time and leave is posted timely and corrected.Requirements:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/03/2026.You may qualify based on your experience and/or education as described below:
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Adhere to policies, including staffing and scheduling policies related to time and leave. Apply directives, regulations, policies, standard operating procedures, and OVAMC memoranda to ensure proper timekeeping techniques, post daily time worked which include: annual (AL), sick (SL), leave, military (ML), authorized absences(AA), leave without pay (LWOP), absences without leave (AWOL), overtime (OT), compensatory time (CT), request, one-the-job injury-worker's compensation (COP), non-pay(NP), holiday pay (HW) and excused holiday time (HX), unscheduled work hours for part-time employees (RG) etc . OR,
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years above high school. (One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.) . OR,
- Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the second year is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
Typing Proficiency requirement: You must be able to type 40 words per minute. In addition to meeting experience or education requirements, applicants for this position must show possession of the following skills, as appropriate. Applicants may meet the requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note : A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is typically sedentary in nature. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; etc and continuous work in fornt of a computer screen is required
