The position is located within the Office of the Director (Office of Public Affairs) and the primary purpose is responsible for developing, coordinating, shooting, editing, and producing a wide range of audiovisual products, audio media, and video, independently or combination in support of direct and indirect patient care, research, administrative and public affairs purposes, applying the appropriate rules/regulations used in conducting Department of Veterans Affairs (VA) business.Requirements:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/19/2026.Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of a wide range of visual information principles, methods, and techniques for the development of multimedia systems to perform video production, print media production, imaging technology, and application of focused imaging techniques to all multimedia output products. Knowledge of contracting procedures and legal requirements is used to develop contract specifications for specific kinds of audiovisual services through competitive contract and acquisition channels. Demonstrated ability to plan, organize, and direct the work on assigned production from selecting and arranging in final sequence the filmed, taped, or recorded scenes to be used; and the music, sound, and narration to ensure finished video production effectively presents the material/subject that is the objective of the production request. Experience must be in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled. OR,
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher education leading to such a degree, or LL.M., if related (TRANSCRIPT REQURED). Note: Such education must demonstrate the knowledge, skills and abilities necessary to do the work. Undergraduate and Graduate education must show Major study in photography, radio or television production, motion picture production or other fields related to the position. Advanced training in vocational school, technical school, technical institute or art institute above the high school level is creditable as general experience on a month-for-month basis . OR,

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note : A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Demands: The work requires some physical exertion such as long periods of standing, recurring bending, or stretching, pushing carts of supplies, or recurring lifting of moderately heavy equipment. Manual dexterity between hands and eyes, and the ability to perceive and sense color hues and chroma accurately is necessary. Filming will frequently require lifting and moving hot tungsten lights (weight: approximately 50 lbs.) and the use of thick gloves or other Personal Protection Equipment to prevent burns.
Work Environment: Most work is accomplished in an office-type setting involving minimal discomfort or risk. Work may require special safety precautions and the use of protective masks, goggles, and gloves. The work area is adequately lighted, heated, and ventilated; however, incumbent is occasionally required to be outdoors, as for special events or interviews.
