In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for for General Schedule Administrative and Management Positions and the Individual Occupational Requirements (IOR) for the Telecommunications Series,0391; Click here for more information regarding the IOR for this series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Applying a wide range of telecommunications concepts, principles, practices, procedures, policies standards and operational requirements within the Air Force Command, Control, Communication, Computer (C4) system. Understanding of laws, rules, policies, Air Force planning, programing and Budgeting System to develop programs to plan and budget for the C4 requirements.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of a wide range of telecommunications theories, concepts, principles, and practices, procedures, policies, standards, operational requirements, and the ability to relate to user requirements. General knowledge of small computer systems and contracting acquisition procedures
- Knowledge and ability to effectively manage Air Force Command, Control, Communications, Computer (C4) system requirements and implement requirements following established project management procedures
- Specific knowledge of base-level communications squadron organizational structure and capabilities sufficient to evaluate impact of C&I projects, determine ability to support system life cycle requirements, coordinate implementation plans and projects with correct squadron activities.
- Knowledge of C4 system principles, operating techniques, concepts and methodology, and know of digital and analog communications systems and networks.
- Knowledge of Air Force laws, rules, and policies as they apply to telecommunications systems. Knowledge of AF Planning, programming, and Budgeting System process and procedures to effectively develop programs to plan and budget for long and short term C4 requirements, life cycle support and current operations and maintenance of C4 systems
- Ability to communicate effectively orally and in writing. Ability to deal with high-level officials within the 47FTW, HQAETC, and numerous associated units as well as able to cope with constant change. Ability to establish effective working relationships with others.
- Knowledge of contingency, readiness, and deployment/mobility plans and procedures to ensure proper maintenance and to meet readiness requirements. Knowledge of personnel management rules, regulations, and procedures sufficient to effectively supervise military, civilian and/or contract employees.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
