Description:

The primary purpose of this position is: to serve as Deputy Director/Technical Director/Senior-Level civilian to the 16 AF/Advanced Programs (AP) Director and personnel to provide leadership, oversight and direction to daily mission execution. Provide Special Access Program (SAP) authoritative guidance and expertise to 16 AF Senior Leadership, A/P-Staff, 616 OC, JFHQ-C, and nine 16 AF Wings and one Center.

**Salary ranges include local market supplements.**

Requirements:

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include exercisng a very high degree of originality and judgment in formulating, evaluating, and monitoring the organization's programs in instances where new concepts or technologies are developed, where there are no precedents or guidelines on which to base or predict expected results, and where few if any existing guidelines can be used to develop appropriate criteria methods, procedures, and techniques. Requires a high degree of technical competence, judgment, leadership, creativity, intellectual resourcefulness and the ability to make decisions in many areas of uncertainty in approach, methodology, or interpretation resulting from constant program changes, technological development or conflicting requirements. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs ): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Extensive knowledge of the theories, concepts, principles, practices, standards, methods, techniques, and knowledge of cyber, disciplines to effectively apply advanced principles and concepts to new IW programs, projects, applications, capabilities, and other areas of responsibility as applied 16 AF priorities.
  2. Extensive knowledge of advanced analytical principles, concepts, and methods to produce detailed analysis of complex information attained from multiple, diverse sources across IW; expert skill in applying analytical and evaluative techniques to identify, investigate, and resolve complex issues or problems; combined with the experience and knowledge to oversee the execution of IW-related emerging technology acquisition and development.
  3. Extensive knowledge of USAF organizations, planning and programming methodologies, the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships and operations. Ability to plan, organize, and direct the functions and staff of an organization establishing effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  4. Expert Skill in working out solutions to problems or questions related to the work, writing clear and concise products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes; and quickly assimilating disparate data, rendering knowledgeable and accurate assessments of the implication of such data, and making decisions, estimates, and recommendations under conditions of urgency and pressure.
  5. Expert ability in establishing organizational priorities and strategic direction, determining resource allocation, and identifying programs or infrastructures that are required to achieve goals within a domain of interest. Expert ability to effectively organize and analyze information; produce authoritative reports, position papers, and briefings that are responsive to the specific needs of commanders and senior management officials; present clear and concise findings; and effectively advocate for resources.
  6. Expert ability to establish and maintain effective relationships, negotiate complex issues, and resolve conflicts based on mature judgment, experience, and recognized professional standing; and ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience and present and/or defend a position effectively.

OTHER SIGNIFICANT FACT CONT.
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, and/or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
