The primary purpose of this position is: Serve as a Training & Professional Development Resources Specialist to be the single POC to work with stakeholders from HAF/A1, across AFPC and within DSL to plan, program, budget and execute the requirements identified, validated and resourced through the AFPC corporate structure to meet training & professional development needs

Requirements:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11 , or equivalent in other pay systems. Examples of specialized experience includes (1) working with principles, concepts, techniques, procedures, and operations of training programs to perform assignments involved in the development of academic training schedules for student classes which meet customer frequency requirements; (2) applying qualitative and quantitative techniques to gather, analyze, and evaluate information concerning training administrative/management processes in order to draw conclusions and/or recommend appropriate action; (3) working with budget preparation processes as they apply to preparing operating and capital expenditure training budgets.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of AFPC programs and objectives, civilian training program processes or training program processes in parallel business and industry organizations in order to develop comprehensive training programs, identify training requirements, skill upgrades, and development programs that will assist in meeting organizational objectives.
  2. Knowledge of the methods and techniques of fact-finding, analysis and resolution of complex problems and the development of concrete action to solve problems, achieve objectives, and assure fiscal responsibility.
  3. Knowledge of and skill in developing instructional methods, principles, and techniques in order to obtain training resources and assess overall effectiveness to meet identified training requirements; of the procedures for preparing solicitation documents necessary to satisfy operational requirements.
  4. Knowledge of and skill of automated training systems (data processing software, concepts, training scheduling systems, automation software) and audio-visual equipment and related equipment, as well as government purchase card process.
  5. Ability to manage basic budget preparation process as it applies to preparing operating and capital expenditure training budgets.
  6. Ability to effectively communicate orally and in writing and establish and maintain effective working relationships with all levels of personnel with AFPC and higher headquarters.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
