The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high potential manager / executive candidate; it is not a continuing position and assignment duration is NTE 36 months.

Requirements:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.

SPECIALIZED EXPERIENCE: One year of specialized experience that equipped the applicant with the knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience include expertise in integrating activity management plans across diverse fields, including real estate, facilities, compliance, and finance, supported by a thorough knowledge of program requirements from executive orders, federal laws, and DoD/DAF policies to plan and develop projects, and effectively negotiate with management to implement significant and innovative changes to established concepts and procedures. To be creditable, the specialized experience must have been at the GS-12 grade level or equivalent under other pay systems in the Federal service .

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the application of housing, resources and real estate/asset management principles and Air Force and DoD theories, policies, directives, and procedures.

2. Knowledge of the principles of construction, contract acquisition, and program management.

3. Knowledge of planning, programming and budgeting cycles, financial systems and restrictions on the expenditures of funds.

4. Knowledge of business accounting and financial management principles and procedures.

5. Knowledge of a range of privatization rules, regulations, and procedures relating to the management of military housing, including construction of new buildings.

6. Ability to communicate effectively, both orally and in writing, with senior officials from a broad range of activities, including federal and local government, and industry.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
