Requirements:
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for the GS-1712, Training Instruction Series.SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-09 grade level that demonstrates a practical knowledge of the subject area of the position (aircraft fuel systems - including maintenance procedures and policies of removal, repair, and installation, fuel systems diagnostics, aircraft fuel tasks and cells, aircraft depuddle, purge, repair, and tests, and application of maintenance directives and data recording such as technical data and technical orders reporting procedures, and of the methods) and techniques of instruction. Examples of qualifying specialized experience include teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program, development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. Note: resume must show supporting details.
OR
EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher-level graduate education leading to such a degree, OR LL.M with a major study in education or a subject area related to the position to be filled. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Applicant has a combination of specialized experience and education as described above. Therefore, I have a combination of experience and education to meet the qualifications of the position. NOTE: You must submit a copy of your transcripts with your application.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of a wide range of the principles and practical methods, techniques, and tools of instruction to teach a variety of students with a range of differences such as diverse ages, backgrounds, and levels of interest.
- Knowledge of instructional design processes to analyze, research, design and write educationally sound instructional materials and instructor guides for use in classroom instruction and to construct and validate appropriate evaluation instruments to determine level and extent of student learning and achievement.
- Knowledge of tests and measurement principles, techniques, and objectives.
- Knowledge of aircraft fuels systems at a practical level to include maintenance procedures and policies of removal, repair, and installation; fuel system diagnostics; aircraft fuel tanks and cells; aircraft depuddle, purge, repair, and tests, and application of maintenance directives and data recording such as technical data and technical orders (TOs) reporting procedures.
- Skill in accomplishing special training studies and projects.
- Ability to communicate effectively, both orally and in writing, and establish and maintain effective working relationships. Ability to analyze problems and develop appropriate solutions.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
