In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series.Specialized Experience External Candidates: One year of specialized experience for GS-06 grade/level or equivalent in the federal service, which includes knowledge of training and educational principles. A familiarization of training program administrative support and methods associated with training programs. Analytic skills and comparison of data and information. Must be able and skillful of understanding the functional requirements associated with the training programs and possess the ability to draw conclusions from certain trends or comparisons. Knowledge of a variety of computer software in order to retrieve and produce information reports. Practical experience in office automation devices and experience in utilizing a variety of software programs to develop or produce informational reports. This definition of specialized experience is typical of work performed at the GS-06 grade/level in the federal service.

One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level . TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the rules, concepts, techniques, procedures, and operations of technical training programs to perform assignments designed to support technical training.
2. Knowledge of the organization's operations and functions sufficient to evaluate information gathered from various sources to determine quality, accuracy, and applicability.
3. Knowledge of various office automation software programs, tools, and techniques to support office operations, retrieve and input data, and maintain accurate files; a qualified typist is not required.
4. Skill in applying basic analytical methods and techniques to resolve conflicts and determine adequacy of, or deficiencies in the program.
5. Ability to use one or more established computer programs/software (Microsoft Office) to enter, maintain, sort, and retrieve organizational and/or program data.
6. Ability to communicate effectively, both orally and in writing, using tact and courtesy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
