Requirements:

INDIVIDUAL OCCUPATIONAL REQUIREMENTS - Must have the Education or Experience as described below:

  • Undergraduate or Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position.
Or
  • Experience: Experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations.

SPECIALIZED EXPERIENCE is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position.

GS-13 - Must possess 1-year specialized experience equivalent to at least the next lower grade, GS-12. Experience, education, or training performing, administering, or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs. Experience interpreting applicable Federal, State, and local laws, and regulations concerning transportation and traffic procedures. Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States). Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Manages the airfield in accordance with applicable Army regulations (AR), United Facilities Criteria (UFC), Engineering Technical Letters (ETL), and applicable Federal Aviation Administration (FAA) Advisory Circulars to support garrison, transient, and tenant unit flight operations. Serves as the principal staff advisor on aviation matters and provides airfield representation at installation planning boards and aviation safety and standardization meetings. Conducts inspections and identifies and submits work orders with the Director of Public Works (DPW) for maintenance and repair of airfield fixed facilities (runways, taxiways, parking ramps, lighting systems). Develops, implements, manages, and annually reviews airfield-related plans and programs including the Airfield Safety Program, Foreign Object Damage (FOD) Prevention Program, Quality Assurance Program, Wildlife Hazard Management Program, Airfield Management Training Program, and Flight line Driving Training Program. Delegates authority to subordinate supervisors, outlines policy and overall program requirements and objectives, and coordinates and monitors the execution of assigned functions. Conducts daily and annual inspections of runways, taxiways, parking ramps, lighting and clearance areas.

EXPERIENCE REQUIREMENTS:
Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification. OTHER CONDITIONS OF EMPLOYMENT

- Mission Essential: (not 'emergency' essential) - positions are subject to call back and work during nights, weekends, holidays, emergencies, and outside normal operating hours. Positions are operationally essential to aviation operations at the assigned airfield. Positions are typically exempt from government shutdown and may be exempt from weather release or other closures as determined by the installation commander (in a nutshell, if aviation operations continue, the airfield should remain open).
