Organizational Location: These positions are located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Office of the Principal Legal Advisor, in Irving, Texas.The primary purpose of this position is to supervise Management and Program Analysts who focus on budget, finance, and organizational effectiveness within major missions or administrative program.

Specialized Experience:
GS-15: Applicant must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service that included experience such as:
- Serving as an expert in applying analytical and evaluative methods to assess the effectiveness and efficiency of policies, and developing and implementing immediate and long-range planning in response to policy and legislative requirements, as it relates to program budget and/or finance activities.
- Setting annual and long-range work plans and schedules for accomplishing work aligned to strategic objectives.
- Serving as a project leader responsible for conducting broad nationwide studies/evaluations.
- Recommending solutions to sensitive, controversial, and critical issues affecting national programs.
NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
