The primary purpose of this position is to serve as an intelligence specialist engaging in all-source predictive intelligence assessment and production of information on transnational and asymmetric threats to the USNORTHCOM area of responsibility (AOR).

Requirements:

This is a GG-09 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-09 duties for the "Professional" work category are at the "Entry/Developmental" work level and are equivalent to those at the GS-09 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

GG-09 EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the principles and theories of intelligence operations and research functions to perform portions of complex assignments. Knowledge of technical intelligence processes for the collection, evaluation, and dissemination of information. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.

AND

GG-09 KNOWLEDGE, SKILLS AND ABILITIES (KSAs ): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of basic principles of DOD, National Intelligence and U.S. Law Enforcement Agencies missions and functions.
2. Knowledge of fundamental principles and concepts of intelligence collection, analysis, evaluation, interpretation, and dissemination of information.
3. Knowledge of intelligence data systems and computer hardware/software.
4. Skill in applying principles, concepts, and practices sufficient to perform in the intelligence field. Skill in communicating factual and procedural information clearly, orally and in writing.
5. Ability to perform research, analysis, and evaluation to discover facts or fundamental relationships; and to analyze, interpret, and apply intelligence processes to situations, and recommend solutions to senior analysts/specialists.
6. Ability to effectively maintain control of classified material, assimilate disparate data, render knowledgeable and accurate assessments of the implication of data estimates, and make effective recommendations under conditions of urgency and pressure.

GG-12 KNOWLEDGE, SKILLS AND ABILITIES (KSAs ): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the national intelligence community, DOD, and Joint structure, organizations, and mission/functions, inter-relationships and operations. Knowledge of full range of intelligence research, processing, and exploitation methods, techniques, and practices using multi-source intelligence information (databases, analytic software, classified and unclassified systems, link analysis, call chaining, and threat development) to capture and report intelligence information in a usable form that directly or indirectly affects national security.
2. Knowledge of operational intelligence and analytical techniques in the application of target development against drug trafficking organizations and TOC networks. Knowledge of international drug trafficking, transnational threats, trends, funding, and group relationships.
3. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collections requirements assessments that answer specific tasks to link and leverage agency capabilities and to develop new methods, approaches, or procedures.
4. Skill in communicating effectively with others both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.
5. Ability to work independently without direct oversight.
6. Knowledge of U.S. LEA's structure and operations along the U.S. borders including air, maritime, and land approaches.

CONDITIONS OF EMPLOYMENT CONTINUED:

• This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
• This position may be required to deploy to non-combat locations or in-place in support of contingency operations. Incumbent may be required to undergo a medical evaluation prior to deploying to assess the risk of injury or illness, or if any existing condition is likely to significantly worsen in the deployed environment. The incumbent must report any significant health conditions and changes in health status and/or medication requirements to their supervisor. This is not a pre-employment requirement.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
