The primary purpose of this position is: To serve as Fuels Management installation technical, managerial expert, and Contract Office Representative (COR) responsible for ensuring uninterrupted fuels and cryogenics operations are provided to the installation and establishing evaluation and inspection criteria to ensure compliance with the Defense Logistics Agency Energy.

Requirements:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Quality Assurance Series 1910.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-09 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or private sector) which includes specialized experience in knowledge of acquisition quality assurance concepts, principles, methods, practices and skill to design, plan and implement an effective and economical Fuels Service and Management quality program. Comprehensive knowledge of principles, concepts and methodology related to one of more quality assurance function programs, Fuels Service and Management control and analysis functions; material control; Fuels Service and Management functions; Fuels Service Center operations, Department of Defense Directive (DoDD) 4140.25, DoD Management Policy for Energy Commodities and Related Services, DLA-E Interim Policies and Procedures and other related fuels management functions. Broad knowledge in quality assurance principles, practices, procedures, sampling methods/techniques, procurement procedures and policy that are applicable to fuels operations and fuels management control and analysis.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position.

EDUCATION: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related, education must have major field of study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. NOTE: You must submit copies of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of theories, principles, working practices and technique requirements of fuels and cryogenic automated, mobile and fixed fuel delivery systems.
2. Knowledge of quality assurance principles, practices, procedures, sampling methods/techniques, determine conformance of petroleum product to requirements, procurement procedures and policy.
3. Knowledge of inspection techniques and Fuels Service and Management Processes, comparable to Air Force Specialty 2F0X1 or Sister Service equivalent fuels experience.
4. Knowledge of standard contracting regulations, practices and procedures.
5. Ability to gather, analyze and present facts.
6. Ability to communicate, both orally and in writing, clearly, concisely and with technical accuracy.
7. Knowledge and understanding of basic computer software (e.g., power point, word processing, excel).

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
