The primary purpose of this position is to serve as Chief of Staff for HQ 16 AF and as supervisor over supervisory and nonsupervisory employees assigned to 16 AF commander's staff. Directs, develops, organizes, coordinates and integrates multiple executive services including administrative, resource, and logistical support through direct oversight of a variety of functions and projects.

Requirements:

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: a mastery of one or more professional or administrative fields; knowledge of advanced management and organizational principles and practices to develop and implement integrated approaches and solutions to mission support problems, policies, and procedures; knowledge of 16 AF goals and objectives, organizations, programs, missions, and functions to perform comprehensive analysis and studies in assigned functional areas and knowledge of security practices for ensuring the safeguarding of classified information; knowledge of safety and security regulations, practices, and procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs ): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery of advance management and organizational principles of laws, practices, rules, regulations, theories, and the interrelationship of the following functions: financial, communications, history, public affairs, logistics, safety, manpower, protocol, civilian personnel and training, security, plans & programs, operations, and strategy analysis
2. Knowledge of advanced management and organizational principles and practices to develop and implement integrated approaches and solutions to mission support problems, policies, and procedures.
3. Knowledge of 16 AF goals and objectives, organizations, programs, missions, and functions to perform comprehensive analysis and studies in assigned functional areas and knowledge of security practices for ensuring the safeguarding of classified information.
4. Skill in planning, organizing, participating, and negotiating effectively for acceptance and/or implementation of recommendations involving resources or requiring changes in established procedures.
5. Knowledge of safety and security regulations, practices, and procedures.
6. Ability to analyzes, plan, organize, and direct functions, and mentor and motivate staff and adjust work operations to meet program requirements and objectives with available resources and ability to communicate effectively, both orally and in writing, to achieve stated positions or to make an adequate case for a particular strategy which may or may not be readily accepted, but is best solution to achieve intended goal.

CONDITIONS OF EMPLOYMENT CONTINUED:
1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

3. The employee must demonstrate flexibility in responding to a changing operating environment, exercise personal initiative in the timely identification of problems, and use sound judgement to balance and synthesize differing views in resolving conflicts that may arise

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
