Description:

The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees. Provides advice and guidance to the Wing Commander and MDG Commander on all aspects of military and civilian personnel management, budget, and management analysis supporting operational requirements of the Wing and impacting MDG programs.

Requirements:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09 or equivalent in other pay systems. Examples of specialized experience includes (1) Improving the efficiency and effectiveness of the organization by resolving a variety of problems, and questions through the application of established processes and accepted techniques; (2) Working with the service benefit programs, operations, objectives, and policies such as TRICARE, medical administrative, personnel, training and performance/process improvement concepts, principles, and theories; as well as qualitative and quantitative analysis methods relating to the medical case management, and the health care delivery systems for force protection programs supporting the Wing; (3) Conducting squadron medical training and administrative programs to ensure medical mission can be effectively accomplished.

EDUCATION:
Have Ph. D. or equivalent graduate degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or L.L.M. in a field which demonstrates the knowledge, skills and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of medical administrative technical concepts, theories, procedures and techniques, knowledge of medical operations and management principles, policies and procedures, and knowledge of medical plans, programs, and requirements.
2. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources pertaining to medical operations, and a practical understanding of Air Force Reserve Medical Service mission, organization, programs, and function.
3. Knowledge of Air Force medical exercise and contingency planning and programming concepts and a thorough knowledge of squadron's medical mission, equipment specifications, resource allocation, and operational parameters.
4. Knowledge of medical administrative programs and various other administrative programs throughout the Air Force Reserve, to conduct studies, analyze findings, and make recommendations on substantive program changes within the group.
5. Knowledge of and skill in applying analytical and evaluative methods and techniques to issues concerning the efficiency, effectiveness, and mission preparedness of medical program operations carried out by administrative or professional personnel, or substantive administrative support functions, as well as a specialized knowledge of wartime medical operations and missions.
6. Ability to communicate effectively; both orally and in writing and skill to prepare project/staff reports and to deliver briefings, AND ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
