Description:

Serves as a Supervisory Inventory Management Specialist for expendable (EX) assets/material in a VA Health Care System (VA HCS) and supported catchment area. Supervises multiple supply series of consumable medical supply/inventory used in the healthcare system as well as the micro-purchase program. Recognized as the Commodity Management Division's subject matter expert and serves as advisor and consultant to the Chief Supply Chain Officer (CSCO) and Assistant CSCO on inventory management.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/18/2025.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and / or education as described below:
  • Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: 1. Managing the equipment/supplies loan program, equipment test and evaluation program; 2. Directing and oversees the inventory management program and control of individual assets; 3. Utilizing advanced automated tools to conduct short, mid and long-term advanced planning for new and replacement non-expendable assets; 4. Implementing operational, program and project plans to meet objectives.; and 5. Exercising supervisory responsibilities to include planning, assigning and evaluating work and resolving complaints. OR
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or a LL.M., if related. This education must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.   • Combination of education and experience: Applicant must have equivalent combinations of successfully completed education and specialized experience directly related to the work of the position as outlined above. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note : A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is normally accomplished in an office setting; however, due to the nature of the position and duties, may be called upon to assist in the receipt, storage and distribution of various supplies, primarily consisting of lifting light boxes generally less than 40 pounds, utilizing appropriate material handing devices, and placing items on shelves or carrying them elsewhere on station or within the catchment area. Must maintain applicable training and licensing to operate assigned equipment.
Other Significant Factors: Must possess a valid, state driver's license or commercial driver license (CDL), as applicable, if required to operate a motor vehicle or commercial vehicle.
