The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Training and Development Division; to develop, execute, manage, and evaluate cost-effective, Department of Air Force wide training and education programs and services for appropriated, non-appropriated, and military personnel.

Requirements:

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes experience developing goals and objectives in order to manage and develop a training program. Experience establishing, revising or reviewing policies, procedures mission objectives for a training program. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of AFSVC training requirements and policies to include Services (MWR) operations, programs and policies with specific knowledge of Category A, B and C activities. Knowledge of Department of Air Force Instructions, manuals, regulations, guides and training aids related to the managements of Services Category A, B and C operations.
  2. Knowledge of a broad range of Services training and development concepts, strategies, principles, standards, methods, teaching techniques, material and equipment, as well as curriculum and course development, safety and security regulations, standard practices and procedures, assessment techniques, course developing, Instructional System Design process.
  3. Knowledge of and experience developing Air Force and Services Non-appropriated (NAF) and Appropriated Funds (APF) financial management, budget process and personnel programs.
  4. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
  5. Ability to supervise, mentor, direct the functions, and appraise staff comprised of Non-appropriated Fund, Appropriated Fund and military personnel directly or through subordinate supervisors.
  6. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy
  7. Ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
